Chairman of the specialist committee to investigate diamond trading, Mussa Azzan Zungu had the courage to announce about $ 200 million worth of gift, but he invited a client who was given instead of "a senior senior leader".
Now, the commentary has raised a debate from some people wanting to know the name of the one who was given the gift, while others questioning the constitution of the new Constitution that it would eliminate such secrecy.
Reading a report from his committee, Zungu said when one senior leader was awarded a mineral gift and one mine, and that the value of the mining is currently about $ 200 million (equivalent to Sh450 billion Tanzanian), but he did not define or mention the name the given one.
Members interviewed by Mwananchi yesterday had different feelings about the act, some saying the committee could mention but not be treated as others while some wanted the new Constitution to be drafted to justify matters.
"It is possible that the committee does not mention the minority in terms of the Constitution," said a lecturer at the University of Dar es Salaam (UDSM), Dr James Jesse, referring to the constitutional constitutional mandate of senior officials.
He said they could even see if they named him his name, he could not be charged or questioned.
He said there was no one on the law, but for the current Constitution, there are high officials.
"As truth and transparency are now in fact that everyone wants to work as it is intended, a new Constitution should be prepared," he said.
"But for this constitutional transparency will remain for some people, while others continue to do what they want, and are confident that no one can be done now and even later."
Professor Bakari Mohamed said that if the committee intends to eliminate the delays so that it does not come back, there is a need to put the name of the younger one in public.
He said although he is still suspected and has the opportunity to be questioned to prove, as the top leader will remain secret because the Constitution has directed it.
He said not to mention the name of the donor, it means the committee has been working half and should have to pay for it.
But Professor Gaudence Mpangala of the University of Ruaha (Ruco) spoke of salary procedures, saying the public service gift exceeding Sh50,000 should be the same as the one given to the explicit.
He said that such a minority did not make it clear, he was suspected and deserves to be mentioned as the others said.
He said in order to avoid such things, that is why there is a need for a non-protective constitutional leaders called so-called minority names.
He said to be a minor government, you must be a public servant and serve the people instead of being over the law, but for the current constitution those limbs not mentioned are as high as the law.
He said it was difficult for the minister to sign major contracts without his high officials involved.
Mpangala advised that the committee would name the party, and then his protective protest was working to protect him so that the people knew what was going on.
"This is not right, as the rest has been mentioned," he questioned.
